Introduction
Over the years, the Omani government has increasingly acknowledged its responsibility of facilitating as good living standard for its citizens (Omanuna, 2020). The most significant way that the government achieves this is by ensuring there are adequate decent jobs that will give livelihoods to people. To streamline this process, the government requires a good legislative system, which guides various practices such as the educational system, labor practices, and national capabilities. More so, the government has to establish flexible labor policies, which not only enhance the availability of employment opportunities, but also ensures the local labor market can keep up with the global trends. To get more insight into this topic, this paper briefly reviews the role of the Ministry of Manpower.
Ministry of Manpower
Following the establishment of the Royal Decree No.(108/2001), the Ministry of Manpower was created in Oman in 2001 (Ministry of Manpower, 2020). This ministry has six vital roles to play in the country. First, the ministry prepares draft laws and relevant systems that are related to the regulation of the vocational training sector and the labor market. The ministry also issues certain regulations and makes key decisions surrounding the national labor force. Second, the ministry monitors how the labor law and policies are implemented in the country. It liaises with the relevant authorities to oversee this role.
Third, the ministry works to develop the nation’s human resources. It achieves this by creating an integrated informational system for the labor market, which facilitates an optimum utilization of the national labor force (Ministry of Manpower, 2020). Fourth, the ministry reviews the requirements of the private sector with regards to things like the expatriate labor force, pertinent licenses, and procurement regulations. The data collected from such reviews ensure the ministry is in touch with the needs of the labor force and adapts its policies to meet them.
Fifth, the ministry develops relevant training curricula based on the established vocational criteria in the country. It also encourages job training, qualification awarding, and monitoring of graduates to make sure they meet the job demands and are aware of relevant job opportunities (Ministry of Manpower, 2020). Finally, the ministry facilitates the provision of technical and vocational training to the public with the objective of developing and meeting the labor market’s requirements.
Labor Laws and Policies
His Majesty’s Decree No 35/2003 facilitates the Omani Labor Law (OLL) (Omanuna, 2020). The OLL is subjected to all employer and employees in the country, regardless of whether they are local residents or expatriates. There are ten key sections that make up the OLL. These sections cover diverse issues such as industrial safety, working hours, contracts, women and juvenile employment, labor unions, labor disputes, and regulation of foreigners. The OLL requires that any Omani who wants to work should register him/herself with an appropriate directorate, which will record his/her vital details including work preference, experience, and qualifications, among others.
The Ministry of Manpower implements the OLL and uses it to regulate the labor market. It collaborates with three major stakeholders to implement and develop the OLL: employees, employer, and the government. Through the OLL, the Ministry of Manpower can enhance the quantity of manpower in the private and public sectors to spur the economy of the nation forward. Furthermore, the ministry liaises with these stakeholders to implement and appraise any program that is tied to the employment of individuals with the objective of assessing how it performs and cooperates with the relevant authorities.
It is also crucial to note that apart from the OLL, there is the Civil Service Law (CSL), which the Ministry of Manpower considers as it carries out its duties. The CSL was established by His Majesty’s Decree No 120/2004 (Omanuna, 2020). The CSL provides a framework under which all administrative civilian personnel are governed. However, the CSL does not apply to workers who operate under private laws and contracts. The Ministry of Manpower has to collaborate with the Ministry of Civil Service when it requires to apply the CSL polices in the context of administrative system employment issues.
Oman Vision 2040 bring out the strategies
Vision 2040 is Oman’s strategy to overcome the challenges it faces and keep up with global trends. The objective is to take advantage of relevant opportunities, stimulate growth, enhance economic competitiveness, and foster social well-being. Vision 2040 emphasizes on the reshaping of the relationships and roles of the civil, public, and private sectors with the aim of having a sustainable economy and effective economic management. The vision also am to protect Oman’s natural resources and facilitate fair distribution of any riches reaped from the environment. By doing all these actions, Oman has a vision to become a developed nation. Therefore, the Sultanate of the nation is working to have a diversified and productive economy. There are four essential features that characterize the formulation and implementation of Vision 2040. First, there is the involvement of diverse stakeholders in all major preparation areas. The creation of the vision involved close to forty thousand participants (Al-Balushi, 2020). The objective was to ensure that there was an exhaustive discussion of all issues facing the nation. Second, the vision has been structured in a way that not only covers the present social and economic realities in Oman but future trends as well.
Third, the research and creation of the vision has been facilitated by the collective contribution of local experts in numerous committees. Finally, there are 65 key performance indicators (KPI), which determine whether the vision is on track to success or not (Al-Balushi, 2020). Half of the KPIs cover local aspects while the rest cover global issues. The creators of the vision have ensured that the KPIs are not only measurable but cover both qualitative and quantitative aspects.
The Ministry of Manpower will play an integral role in the success of Vision 2040. The vision requires the Omani society to have strong and flexible agencies characterized by high performance and effective governance. More so, the vision requires labor policies to be very flexible to ensure Omanis have the adaptability and skills necessary to access both local and international employment opportunities. The Ministry of Manpower has to ensure that its monitoring and appraisal of current work practices are in line with meting the objectives of Vision 2040. This way, it will create flexible policies, which will facilitate seamless job placement in various economic sectors.
According to Al-Balushi and Al-Kiyumi (2019), open data is crucial for the success of Vision 2040. For starters, open data will facilitate transparency and government efficiency. Open data implies that the public can access all relevant data about the implementation and progress of the vision in a simple manner. Additionally, open data spurs innovation and creativity in the country. These elements are essential in creating a workplace environment that adapts to changes and takes advantage of new opportunities to keep up with Vision 2040.
The Ministry of Manpower has noted this concept and adopted open data as a crucial part of its innovation and entrepreneurship ecosystem (Al-Balushi & Al-Kiyumi, 2019). This ministry owns various datasets, for instance, employment rates. More so, the ministry keeps tabs of the nation’s technical colleges and actively supports graduates in seeking entrepreneurship and employment opportunities.
